A repair estimate is a line by line description of proposed work, written in standardized operation codes with separate columns for labor type, labor hours, parts prices, and materials. Reading one means confirming that every operation matches a real part, a real procedure, and the posted rate that actually applies to it.

Most estimates are written for two audiences, neither of which is the owner. The first is the technician who will perform the operations. The second is the insurer or fleet manager who will pay for them. The document uses shorthand that both of those readers absorbed years ago, so nobody stops to explain it. An owner handed the same sheet sees a column of abbreviations, a stack of hours, and a number at the bottom that feels arbitrary. It is not arbitrary. Every figure on the page traces back to a rule.

Recreational vehicle and commercial body estimates run longer than automotive estimates because the vehicle is a building on wheels. A single impact can cross a fiberglass cap, a laminated sidewall, an interior cabinet, a wiring run, and a plumbing line. Each of those belongs to a different department and a different labor category. The estimate has to keep them separate so the hours bill correctly and so an insurer can approve one section while another waits for teardown. Length is not padding. It is the only way to describe a repair honestly.

Nine times out of ten the two documents describe different repairs, not different prices. One replaces a panel and the other sections it. ## What is actually printed on an estimate document?

The header block does more work than it looks like it does. It carries the shop address, the repair order number, the claim number if a carrier is involved, and the vehicle identification. On a motorhome there are usually two identities to record, the chassis identification and the coach or house serial, because parts catalogs split along that line. A sidewall skin is ordered against the coach serial and floor plan. A brake caliper is ordered against the chassis. Estimates that record only one of the two produce parts errors later, and parts errors are the single most common cause of a repair sitting still.

Below the header sit the numbered lines. Each line typically shows a sequence number, an operation code, a plain language description, a part number where one applies, a part price, a labor value in tenths of an hour, and a letter or abbreviation identifying which labor category the hours belong to. Lines are ordered the way the work happens, not the way a catalog is organized. Disassembly lines come before repair lines, repair lines before refinish, refinish before reassembly. If the sequence looks scrambled, the estimate was probably assembled from a template rather than written from an actual teardown.

The totals block is where most misreadings happen. It should show parts at subtotal, labor broken out by category rather than lumped, paint materials, body materials, hazardous material handling, sublet, and tax. Tax applies to parts and materials only. Labor is not taxed in California, so a total that appears to tax the whole invoice deserves a question. Footnotes at the bottom matter as much as the lines above them. That is where a writer flags operations held for approval, items excluded from the scope, and any condition that could change the number after disassembly.

## Operation codes: what R and I, repair, replace, refinish and blend really mean

R and I means remove and install. The same part comes off and goes back on. It is used when a component is undamaged but blocks access, such as pulling a marker light and its gasket to refinish the panel behind it. R and R, replace, or the abbreviation RPL means the part comes off and a new one goes on, and that line will carry a part number and a price. The distinction matters financially because an R and I line has labor only, while a replace line adds parts, markup, tax, and often a lead time that drives the whole schedule.

Repair, sometimes shown as REP with a labor value and no part number, means the existing panel is straightened, filled, or laminated back to shape. On fiberglass and gel coated surfaces, repair hours cover grinding a taper, laying glass, filling, and shaping. Refinish, shown as RFN, is the paint operation, and it is separate from repair for a reason. A panel can be repaired without being refinished, and it can be refinished without being repaired. Two stage and three stage finishes carry different refinish values because the number of coats and the flash time between them differ.

Blend is the operation that generates the most argument. Blending means spraying color into an adjacent undamaged panel so that the eye does not catch a hard edge where the new color stops. It is not a repair to that panel. It is a color transition, and on a metallic or pearl finish it is the only way to avoid a visible line. Overlap is the opposite adjustment. When two neighboring panels are both refinished, the estimating system deducts duplicated setup and masking time because you do not mask the same seam twice. Overlap deductions make an estimate smaller, not larger.

## Why one repair order carries three or four different labor rates

Posted rates differ because the work, the tooling, and the technician training differ. Body and paint labor is billed at $210 per hour. Mechanical and electrical labor is billed at $260 per hour. In depth diagnostics is billed at $285 per hour. Detail is billed at $95 per hour. When a single collision line item requires a technician to trace a chafed harness behind a damaged skin, those hours belong in the electrical category even though the damage came from the same impact. An estimate that pushes everything into one rate is either overcharging on the simple work or undercharging on the complex work.

Materials are not guesswork and should never appear as a round lump. Paint supplies are calculated at $55 per paint hour, so eight refinish hours produce $440 in paint materials. Body supplies are calculated at $5 per body hour and cover abrasives, filler, tape, adhesives, and consumables. Hazardous material handling and disposal is a $45 flat charge that covers regulated waste from solvent, filter, and sludge streams. Because these formulas are tied to hours, they move whenever hours move. If a supplement adds refinish time, the paint materials line grows with it automatically, and that is correct rather than opportunistic.

Sales tax at 7.75 percent applies to parts and materials only. Labor is not taxed. That single fact reshapes how two estimates compare. A shop that bills more hours and fewer parts produces a smaller tax figure than a shop that replaces components another shop would repair, even when the pretax totals are close. ## Parts lines, sourcing tiers, and how markup arithmetic works

Four sourcing tiers show up on parts lines. New original equipment parts come from the builder or chassis maker and carry the highest price and, frequently, the longest lead time on discontinued coach components. Aftermarket parts are new components made by an independent manufacturer to fit the same application. LKQ stands for like kind and quality and describes a used or recycled assembly harvested from another vehicle, which is often the only realistic option for a discontinued molded cap or a specific cabinet door profile. Reconditioned parts are original components that have been repaired and refinished to a serviceable standard.

Markup is simple once you see the two brackets. Parts priced at or under $100 carry a 100 percent markup. Parts priced above $100 carry a 35 percent markup. A $60 lens assembly bills at $120. A $400 slide motor bills at $540. The reason small parts carry the higher percentage is that the cost of sourcing, receiving, verifying, and staging a part does not shrink just because the part is inexpensive. It takes the same amount of parts department time to chase a $12 clip as a $1,200 skin. The percentage looks aggressive on small items and mild on large ones.

Special order parts require a 100 percent non refundable deposit before they are ordered. That policy exists because coach specific components are built or pulled against a floor plan and a serial, cannot be returned to stock, and have no resale path if the repair is abandoned. Sublet lines describe work performed by an outside vendor and passed through with a description of what was done and by whom in trade terms. Read sublet lines carefully. They are the place where scope quietly expands, and they should always name the operation rather than saying outside labor with a dollar figure.

The first sheet is almost never the final number, and any estimator who tells you otherwise on a structural job is guessing. The first estimate describes visible damage. Teardown reveals the rest: a cracked inner frame member behind an intact skin, a compressed foam core, a wiring harness with abraded insulation, a slide rail that no longer sits parallel. Each of those becomes a supplement, which is a formal addition to the original estimate with its own line items, its own photographs, and its own approval. Supplements are documented with numbered photos tied to the line they justify, then submitted for authorization before the work proceeds.

Betterment appears when a repair replaces a worn item with a new one and the owner receives measurable added value. Tires, batteries, and awning fabric are the usual candidates. An insurer may assign the owner a share of that cost proportional to the remaining service the old part had left. Appearance allowance is the reverse trade. Rather than refinishing a panel with minor cosmetic damage, the carrier issues a payment and the panel stays as it is. Both are legitimate tools. Both should be spelled out in writing on the estimate rather than surfacing as a surprise at pickup.

To compare two estimates, ignore the totals entirely and build a two column list of operations. Line up replace against repair, count refinish panels on each side, check whether blend time appears, check the parts sourcing tier on each major component, and confirm whether materials are formula driven or bundled into a single mystery figure. Then check the labor category assignments. Most gaps close once you see that one document plans to section and laminate a sidewall while the other plans to replace the full skin. Different repairs, different risk, different service outcomes, and now you can choose deliberately.
